The Municipality of Matuguinao, Samar responded to the call of the President to converge and end the local communist armed conflict with the creation of its Municipal Task Force to End Local Communist Armed Conflict (MTF-ELCAC) in a joint MPOC-MDC meeting conducted October 14, 2019 at the SB Session Hall here.

In the joint council meeting chaired by Municipal Mayor Aran D. Boller, the council members were provided with orientation about Executive Order Number 70 (Whole-of-Nation Approach), Call to Action, and CTG Infiltration of the Bureaucracy by the members of the Situation Awareness and Knowledge Management (SAKM) Cluster of RTF8-ELCAC headed by the National Intelligence and Coordinating Agency 8.

The MLGOO, Mr. Ivo Allan Ty, also provided the body an overview about the Retooled Community Support Program (RCSP) methods and concepts and the role of the LGU in the implementation of the Executive Order.

After the series of presentation and discussions, the body unanimously agreed to create and launch the Municipal Task Force ELCAC.

It was further agreed that, in order to finally end the 50-year insurgency problem, the primary and secondary issues experienced in the conflict-affected communities must be addressed.

Other attendees to the meeting were: Col. Camilo Z. Ligayo, commander, 801st Brigade; PCol. Andre P. Dizon, Samar PNP provincial director; Lt Col. Rizaldo Laureana, commanding officer of the 63rd IB; Lt. Col. Reynaldo B. Balido Jr., commanding officer of the 87th IB; and Ms. Emy Bonifacio, OPAPRU regional coordinator.

Mayor Boller envisions a peaceful, progressive, economically-sufficient and insurgency-free Matuguinao.

Thus, in his message, he urged all the council members especially the Punong Barangays to actively support the implementation of EO 70 and take part in addressing the root causes of insurgency to finally achieve his vision for this long-time insurgency-stricken municipality. (PIA-8/PA)
