The National Civil Defense Administration (NCDA) was the forerunner of today's Office of Civil Defense, established through the Civil Defense Act of 1954.

Unfortunately, the NCDA, as a planning body under the Office of the President, was financially constrained and unable to carry out disaster preparedness and prevention programs. It was only after the catastrophe from a major earthquake in 1968 and the ravages of a typhoon in 1970 when the different instrumentalities of the government took action and re-configured the civil defense system of the country.

In 1972, the NCDA was abolished, its functions and personnel and that of the National Disaster Control Center was transferred to the new agency, the Office of Civil Defense (OCD). Pursuant to Letter of Implementation No. 19, s. 1972, the OCD was placed under the Department of National Defense.

Gen Jonas Victoria AFP (Ret) took the helm of the OCD in 1974 as its first Civil Defense Administrator, after having served as the Acting Administrator of the former NCDA. Prior to this, Gen Victoria also served as the 5th Commanding General of the Philippine Air Force from 1962 to 1964. #DNDat80 #OneDefenseTeamPH
