QUEZON CITY -- Presidential Adviser on Peace, Reconciliation and Unification Secretary Carlito G. Galvez, Jr. led simple ceremonies on Monday to launch the observance of National Peace Consciousness Month 2019 held at the World Peace Bell at the Quezon Memorial Circle.

Amid the gathering of partner advocates, Galvez said, “The theme of this year’s peace month celebration, ‘Tapang at Malasakit Para sa Kapayapaan’ is inspired by the Filipino people’s shared vision of achieving sustainable peace, genuine development, and the Duterte Administration’s determination and political will to translate these dreams into reality.”

For his part, Cabinet Secretary Karlo Nograles delivered his keynote and called for a unified action towards the shared aspiration for a just, comprehensive, and enduring peace regardless of ideology, religion, and culture.

“Peace is the state desired by all and our people must collectively work for it. Nasa kamay po natin ang direksiyon ng ating bayan. Tapang at malasakit po ang Susi ng Kapayapaan,” Nograles said, leading the ringging of the World Peace Bell and the lighting of candles in high hopes of fastracking the country's peace process. He was joined by officials from the Bangsamoro Autonomous Region in Muslim Mindanao and MNLF-Misuari group, among others.

Part of the month-long observance includes a series of peace activities such as the launch of the second phase of the decommissioning of MILF-BIAF combatants in Sultan Kudarat, Maguindanao; Disposition of arms and forces of the Rebolusyunaryong Partido ng Mangagawa-Pilipinas/Revolutionary Proletarian Army/Alex Boncayao Brigade-Tabara Paduano Group in Panay, Capiz, among others.

Galvez said this will initiate continued decomissioning of communist armed groups in Mindanao.

“This coming decomissioning, inaasahan namin na may mga grupo katulad ng sa BIFF ay meron din pong bababa. Doon po sa Basilan, meron mga Abu Sayaf na nagsabi na rin po na bababa na sila,” Galvez added, expressing confidence government can accommodate and aid thousands expected to surrender.

Decommissioned members will receive an estimated grant of between P500,000 to P1-million in order to help rebuild their lives.

Meanwhile, Yes for Peace–Bayanihan ng Bayan organizer Ernesto Angeles Alcanzare, who represented the 12-million respondents of their ongoing peace resolution calling for bayanihan towards a peaceful, progressive and prosperous Philippines said, “Indeed, the direction of our nation is in the hands of the people.”

“It is for this reason that we have reformulated the consensus and constituency-building questions in the Yes for Peace questionnaires that we have field tested during the Luzon and Visayas cluster assemblies of the DepEd NEU recently held in Baguio City and Cebu City,” Alcanzare added.

Calling for a participative pursuit for peace and peace as a human right, lawyer Domingo Alidon, President of the Department of Education National Employees’ Union (DepEd NEU) said, “Finally, a national consensus on the direction of the peace can now be established.

“For the first time in many years, the questions now elicited 100% ‘YES’ answers in all three questions. Previous questions only generated 96 or 97 percent,” Alidon added.

The said cluster assemblies composed of representatives from Regions 1 to 8, including the National Capital Region, adopted a “Resolution Urging Secretary Leonor Magtolis–Briones to Renew the Participation of the Department of Education to the Yes for Peace – Bayanihan ng Bayan.”

It can be recalled that the implementation plan of Yes for Peace–Bayanihan ng Bayan has been incorporated into the National Action Plan of the National Task Force to End the Local Communist Armed Conflict. The plan was earlier submitted by National Security Adviser Hermogenes Esperon and approved by President Rodrigo Roa Duterte last May 2019. (PIA InfoComm)
