The Police Regional Office 7 is complimenting the military outposts of the 94th Infantry Battalion, with police community precincts in the hinterlands of Guihulngan City, Negros Oriental, where the New People’s Army has managed to establish its foothold.

A Police Community Precinct (PCP) was formally established on Saturday in Brgy. Buenavista, Guihulngan, whose barangay chairman, Romeo Alipan, was killed allegedly by communist rebels in July.


The PCP is jointly manned by the Negros Oriental Police Provincial Office personnel and troopers of the Regional Mobile Force Battalion 7, PBrig. Gen. Debold Sinas, regional police director of Central Visayas, said.

Sinas was accompanied by Rep. Jocelyn Limkaichong, PCol. Rizalito Gapas, officer-in-charge of NORPPO, and Lt. Col. Bonifacio Tecson, Guihulngan City police chief, and ViceMayor Ernesto Reyes, in the inauguration of the new PCP, the second to be established in Guihulngan City, next to Brgy. Trinidad.

Before his death, Alipan reportedly requested for the establishment of PCP in his barangay, that allegedly got the ire of insurgents in the area.

Sinas called on Buenavista residents not to allow themselves to be used as a “tool” of the NPA to hurt police troopers assigned in their barangay.

Limkaichong and Reyes, meanwhile, urged Buenavista barangay residents to support the government.

Sinas also requested Vice Mayor Reyes to pass an ordinance to make the establishment of Police Community Precincts in Guihulngan City permanent.
