Puwersa ng Bayaning Atleta (PBA) party-list Rep. Jericho Nograles has underscored the need to amend Republic Act No. 9372, otherwise known as the Human Security Act of 2007, following the alleged suicide bombing incident near an Army command post in Sulu Friday, June 28.

In a statement, the lawmaker said that recent attack could be a foreboding sign that suicide bombing is now becoming a weapon of choice for Islamic extremists in the country.

“The 18th Congress should prioritize national security legislation such as amending the Human Security Act of 2007 (RA 9372). Our Armed Forces and Police cannot fully protect us without the law enabling them to do so. For example, there are no provisions on cyber-terrorism but there are penalties against law enforcers if they arrest or detain a cyber-terrorist,” he said.

The blast last Friday at a command post of the Army’s 1st Brigade Combat Team in Tanjung, Indanan Sulu killed eight people and injured 22 others. Prior to that, twin explosions also hit Jolo cathedral in January this year, killing over 20 people and wounding more than 80 others.

“Foreign terrorists come to our country either through the backdoors or the airports disguised as religious or tourist visits. I think the Anti-Terrorism Council should order for a prompt and full review on the existing protocols defending our nation against terrorists and submit to Congress what is needed for amendments in RA 9372,” Nograles said.

He condemned the attack as he urged government security forces to increase their vigilance and adopt counter measures that could neutralize similar mode of attacks in the future.
