A Philippine Army official visited Negros Island’s top New People’s Army (NPA) leader Francisco “Frank” Fernandez and his wife Cleofe Lagtapon some two weeks after their arrest.

The Philippine Army’s 303 Infantry Brigade (303IB), based in Murcia, Negros Occidental, confirmed in a report on Monday that Brig. Gen. Benedict Arevalo's meeting with the couple at the Philippine Army General Hospital (AGH) in Fort Bonifacio, Taguig City last Friday (April 5, 2019).

“I came here to see you (so I can) let the people of Negros know that the Army is treating you well,” Arevalo, commander of the 303IB, was quoted as saying in his conversation with Fernandez and Lagtapon.

After their arrest in Liliw, Laguna last March 24, they were initially brought to the Asian Hospital and Medical Center in Alabang, Muntinlupa City.

Arevalo, in a radio interview, said the couple is better off in military custody since the AGH medical staff are taking care of them well.

He added that based on his observation, Fernandez looks physically better than he was when arrested last month. Lagtapon is seeing a psychologist, he also said.

Fernandez, he said, tried to engage him in a debate, but he told them he just gave them a visit to make sure that they are treated well.

Arevalo said the capture of the 71-year-old communist leader had been planned for about three decades and he was glad that it finally happened.

Arevalo, who was first assigned in the two Negros provinces in the 1990s, said his troops had attempted to capture Fernandez several times since the time when he was just a lieutenant.

Fernandez, secretary of the NPA Komiteng Rehiyonal-Negros and consultant of the National Democratic Front, has four standing arrest warrants for murder.

He was arrested with Lagtapon, 66, and Gee-Ann Perez, 20, in a joint military and police operation.

“If this is how the Army and the government treat the NPA leaders like Frank Fernandez and Cleofe Lagtapon, how much more the regular NPAs who are only being fooled and used by their leaders and political officers? I urge them to surrender now,” Arevalo added.
