The Communist Party of the Philippines and its armed wing New People's Army (CPP-NPA), were declared by three communities in Caraga Region as "persona non grata".

In a statement on Monday, the 4th Infantry Division (4ID) reported that "front organizations" were also included in the declaration of the municipalities of San Francisco in Agusan del Sur and Tagbina in Surigao del Sur, along with Barangay Ilang-Ilang of Loreto, Agusan del Sur.

Through the resolutions passed by their respective Peace and Order Councils, these communities followed other areas in declaring the CPP-NPA and front organizations as persona non-grata and committing their communities to become conflict-resilient.

The intensified “whole-of-nation” approach and “peaceful war” efforts of the local government units, together with the 4th Infantry “Diamond” Division and other stakeholders, are causing the CPP-NPA to lose grounds and hold of their mass supporters, resulting in their continuing disintegration, the 4ID said.

At present, the statement said, one province, three municipalities and 18 barangays in Northern Mindanao and Caraga regions have already declared the CPP-NPA and its front organizations as persona non grata.

Major General Franco Nemesio M. Gacal, 4ID commander, said he appreciated the efforts and initiatives of the local government units in their "gallant stand and genuine concern of protecting and saving their constituents against the deception and lies" of the CPP which, for 50 years, has been a major "hindrance for peace and development."

"It is high time for us to unite and end communist insurgency by addressing identified socio-economic concerns in order to attain inclusive and sustainable peace in Caraga and Northern Mindanao," he said.

“Following the operationalization of Executive Order (EO) 70 through the Peace and Development Zones (PDZs) in Caraga and Convergence Areas for Peace and Development (CAPDev) in Region 10 and the establishment of the Regional Task Force to End Local Communist Armed Conflict (ELCAC) in both regions, we are expecting more LGUs to declare CNTs (CPP-NPA) as persona non grata," Gacal added.
