COTABATO CITY - The Moro Islamic Liberation Front (MILF) – Peace Implementing Panel (PIP) conducted a Dialogue for Peace in Mindanao for the representatives of several agencies and mechanisms of the Peace Process on July 30-31, 2018 at the BLMI Training Centre, Crossing Simuay, Sultan Kudarat, Maguindanao. The activity was facilitated by the Bangsamoro Leadership and Management Institute (BLMI).
MILF-PIP Chairman Mohagher Iqbal emphasized to the participants the importance of ideology, good leadership, and popular support in continuing the Bangsamoro struggle.
The next phase of the struggle, the electoral struggle, will be more challenging and dangerous, according to Iqbal.
The Bangsamoro Organic Law (BOL) is already 85% good and 15% less, according to Iqbal. Furthermore, he also said that there is still a chance to assert the remaining provisions of the Comprehensive Agreement on the Bangsamoro (CAB) which was not included in the BOL.
The Organic Law of the Bangsamoro Autonomous Region in Muslim Mindanao (OLBARMM) or the BOL was previously known as the Bangsamoro Basic Law (BBL). It is the enabling law of the CAB and was signed into law by President Rodrigo Roa Duterte on July 27, 2018. A ceremonial signing in Malacanang Palace was also set on August 6, 2018.
Bangsamoro Transition Commission (BTC) Commissioner Atty. Raissa Jajurie presented the Republic Act 11054 or the OLBARMM to the participants. She discussed the salient provisions of the law including the Powers and System of the Government, Sharing of Revenue, Bangsamoro Justice System, and Inter-governmental bodies.
The Peace Mechanisms present during the activity provided updates on the accomplishments and challenges that they have encountered during the implementation of their designated tasks.
The Joint Task Force Camp Transformation (JTFCT), Transitional Justice and Reconciliation (TJRC), Coordinating Committee on the Cessation of Hostilities (CCCH), Ad Hoc Joint Agreement Group (AHJAG), Task Force on Decommissioning for Camp and Communities (TFDCC), Joint Peace and Security Committee (JPSC), Bangsamoro Normalization Trust Fund (BNTF), and Joint Normalization Committee (JNC) presented their agency’s report to the MILF-PIP.
