MILF: Congress approves BBL in 3rd and final reading

Both Houses of Congress (Senate and HoR) passed in third and final reading SB 1717, and HB 6475, respectively, known as Bangsamoro Basic Law on May 30, 2018.

The House of Representatives (HoR) approved the proposed law with significant amendments with a vote of 227 for Yes, 11 for No and 2 abstentions.

It was learned that the Makabayan Block voted for no, while Reps. Abdullah Dimaporo and Celso Lobregat abstained.

The young Rep. Dimaporo (Khalid) voted yes. In previous public hearings and congressional proceedings Khalid Dimaporo was very vocal against the BBL.

The Senate also made very substantive amendments on the proposed law in its 3rd and Final Reading with a vote of 21 for yes, and none voted for no.

Based on the pronouncement of both leaders of Congress there will be a Bicameral Conference considering that both Houses have their own separate version of the bill.

Bicameral Conference is necessary to reconcile the provisions of the two versions of the approved BBL.

The expected Bicameral Conference will be on July before the State of the Nation Address ( SONA) of President Rodrigo Duterte.
