From the Manila Bulletin (Mar 28): NPA attack delays road, displaces 50 workers
Alcala, Cagayan — Suspected New People’s Army (NPA) rebels torched last Sunday night three heavy equipment of a private contractor tasked with completing the road connecting this town with neighboring Baggao.
At least six heavily-armed guerrillas set fire on three heavy equipment of Pulsar Construction Corp. in Barangay Baybayog, here and then used the firm’s Isuzu Elf truck as their getaway vehicle, which they also torched and abandoned in Barangay Adaoag, Baggao.
Lieutenant Colonel Rembert R. Baylosis, commander of the army’s 17th Infantry Battalion (17th IB) based in Barangay Masin, Alcala, expressed disappointment at the NPA’s latest atrocity as it delays the building of the road which is essential ushering in development the two towns.
Moreover, about 50 workers involved in the construction project were immediately rendered jobless by the NPA attack.
Prior to the torching of the P10 million worth of heavy equipment for construction, a worker confirmed that he was handed an extortion letter by an NPA member with the instruction to give it to the Pulsar management.
