Priest-turned-rebel Frank Fernandez slammed the military for what he called the “occupation” of 60 barangays in Negros during the ceasefire period, and the killing of four farmer-activists in Negros.

Fernandez, in a statement issued by National Democratic Front-Negros, said the Armed Forces of the Philippines, especially its Peace and Development Teams occupied schools, chapels, markets, houses and even basketball courts in barangays, among others, for their psywar propaganda, intelligence and interrogation activities.

The allegations of Fernandez was strongly debunked by the Philippine Army in Negros, stressing that it was the NPA who took advantage of the ceasefire period, noting rebel consolidation of armed rebels and continuing recruitment activities.

To protect the PDT units, Fernandez said that AFP combat operating units also launched search and destroy operations against the NPA.

He also justified the launching of tactical offensives by the NPA against AFP troops, for their survival and to defend the rights of the people.

As a result of the lifting of unilateral ceasefire, President Rodrigo Duterte has ordered the arrest of all NDF consultants, who were earlier released from jail, once they return home from Oslo, Norway.

About 22 known ranking leaders of the NDF in the country were released from prison to join the peace negotiations with the government panel and the NDF in Norway mid-August last year.

Fernandez described it as a “treacherous act” , stressing that the NDF consultants in the peace talks are covered by the 1995 Joint Agreement on Safety and Immunity Guarantees (JASIG).
