Communist rebels welcomed presumptive president Rodrigo Duterte’s plan to free political prisoners and drop charges against them to boost chances for the resumption of peace negotiations and said the act “shall not go unreciprocated by the revolutionary forces.”

The Communist Party of the Philippines said Duterte’s plan “will certainly be a cordial act that will surely help invigorate peace negotiations.”

At the same time, it suggested that Duterte “can also take the option of ordering the release of key peace consultants of the (National Democratic Front of the Philippines) prior to formal resumption of talks, especially those who will be playing a critical role in preparations and actual negotiations.”

Among the more than 500 political prisoners are 18 alleged ranking leaders the NDFP maintains are consultants of its peace panel who are, thus, protected from arrest and prosecution for the duration of the negotiations under the Joint Agreement on Safety and Immunity Guarantees.

Among the consultants are alleged CPP chairman Benito Tiamzon, his wife Wilma, the alleged finance officer, and Alan Jazmines.

The CPP said the release of the NDFP consultants and the other political prisoners would be “an act of justice” since most of them were “detained unjustly” through “trumped up charges,” most of these unbailable, such as illegal firearms possession and murder.

"Even as incoming president Duterte plans to release political prisoners, the CPP urges him to revoke the (military and police’s) legal offensive of filing trumped up charges against activists in the legal arena that makes a mockery of the (government’s) justice system," it urged, noting that over the years, many legal activists “have chosen to go underground and join the revolutionary armed struggle or seek refuge in areas under the sway of the New People's Army" after being harassed by state security  forces.
