Bangsamoro Young Leaders attend JICA Training and Dialogue Program in Japan

At least fourteen tribal participants from the Bangsamoro including four from the Office of the Presidential Adviser on the Peace Process (OPAPP) attended a high-level training course on Local Government System and Electoral Code of Japan.

The training was held from July 05-14, 2015 at the National Graduate Institute for Policy Studies (GRIPS) in Tokyo, Japan. GRIPS is a global center for world-class policy research and education that promotes high-level policy research and responds to various domestic and international needs based on international intellectual cooperation.  

The training course was initiated by the Bangsamoro Transition Commission (BTC) in cooperation with Japan International Cooperation Agency (JICA) and Development Academy of the Philippines (DAP) as part of their continuing commitment in the current peace process between the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF) to establish a genuine Bangsamoro government that would address the centuries-old Mindanao problem.

The study trip included best theories, practices and nuances of Japanese government system relevant for the enactment for theBangsamoroLocal Government Code and Election Code by the Bangsamoro Parliament.

Should the Bangsamoro Basic Law (BBL) is enacted by Congress and the proposed Bangsamoro Region is in place, the Bangsamoro Parliament shall pass the two codes that are appropriate to a ministerial form of government  in accordance with the Philippine Constitution that allows democratic participation, encourages formation of genuinely principled political parties, and ensure transparency and accountability.

Among the Japanese expert lecturers from GRIPS were Vice President Prof. Kiyotaka Yokomichi, Vice President Prof. MikitakaMasuyama, Prof. Hirofumi Takada, and other prominent officials from the Ministry of Internal Affairs and Communications (MIC) of Japan who discussed the major movements in the local government system and Japan’s electoral system.

The transition category of prefecture government system, municipal system, and system concerning large cities are important for administrative bodies to ensure the smooth operation of local autonomy.

The Japanese government practices merging of local government units as effective way towards delivering public service and promotes strong cooperation, coordination, and work as one. Merging governance systems provide better services to the people and the country as well.

Mixing of resources from weak local government unit into single unit creates stronger partnership where development takes place drastically.

The highlight of the mission study trip was a site visit to Yamanashi Prefecture Government located at Kofu City and a courtesy call to the Office of the Governor Honorable Gov. Hitoshi Goto of Yamanashi.

The Kofu City government officials have a dynamic Yamanashi slogan: To create local industries with rich individuality; provide aid packages for education and child rearing; and enable everyone to live long healthy lives.

Kofu city is a large city of prefectural government. In the planning process it creates good environment to attract many people and provide enough job forthe people. The city government undertakes strict supervision of workers workload; avoids recruiting too many workers.

There’s a good relationship between the prefecture and municipalities that handle various regional affairs with strong association like for instance putting-up of school buildings that are the responsibility of the municipality, while teachers are the responsibility of the prefecture government.

The participants were also lectured on electoral campaign regulations and how to choose the right political parties; and the participation of middle-class. All are strictly observed in Japan. Japan’s Penal laws on election violence and related crimes are strict.

The participants expressed their heartfelt thanks and gratitude to the People of Japan through JICA Officials/personnel for their continuing support to the Bangsamoro People on how to legislate local government system and election code for the upcoming Bangsamoro.

The participants were so impressed with the Japanese strong bureaucracy, practice of time management, work detailed-oriented, clean, beautiful and safe places.
Japan’s laws work well as they are implemented carefully and diligently by people in government.
