Alleged NPA’s ordnance command leader arrested; rebel returnees abducted

AN ALLEGED high-ranking leader of the New People’s Army was arrested in a joint military and police operation in Barangay Tuboran, Mawab in Compostela Valley on Monday evening.

Maj. Gen Eduardo Ano, commander of the 10th Infantry Division, identified the suspect as Jimmy Yunson Galacio, reported to be an official of Southern Mindanao’s Ordnance Regional Operational Command, who was on board a blue Isuzu Ford Fierra when apprehended by authorities.

Ano said that Galacio was in charge of making improvised explosive devices and supplying the underground organization in Davao Region with bombs and ammunition.

Galacio was arrested by virtue of the arrest warrant for murder, robbery with violence, arson and theft which were filed before the Regional Trial Court Branch 3 in Nabunturan, Compostela Valley.

The suspect is now detained in the Mawab Municipal Police Station.

Ano lauded the team for Galacio’s arrest as he reiterated the call for communist guerillas to lay down their arms and “return to society.”

“This shows our continuous campaign to get rid of the rebels in Davao Region and we are expecting more NPA members to surrender or apprehended,” Ano added.

Meanwhile, two rebel returnees were kidnapped by around 20 members of the NPA while they were trying to catch fish in Barangay Tagbalili, Esperanza, Agusan del Sur at 4 p.m. on Sunday.

Col. Romeo Brawner, spokesperson of Eastern Mindanao Command, identified the victims as brothers Oto Manlayan and Sanchez Manlayan, both residents of the said barangay.

According to Brawner, civilians in the area reported that the rebels, led by Randy Mantigmoan, were sighted withdrawing towards Barangay Calabuan of the same municipality.

Lt. Col. Rolando Dumawa, 26th Infantry Battalion commander, said they are already coordinating with the local government unit, the Philippine National Police and Office of the Presidential Adviser on the Peace Process (OPAPP) for possible courses of action to prevent the incident from happening again.

“The victims were rebel returnees and started their normal life with their families since 2004. We are also thankful to the villagers who provided us information about the identities of NPA kidnappers,” Dumawa said.

The brothers were provided with financial and livelihood assistance program through the OPAPP and LGUs as a part of the government’s program for surrenderees.

As of March 20, there were already 301 NPA returnees who surrendered with firearms and have availed of the AFP’s Guns for Peace Program in Eastern Mindanao since 2013.

“A total of P6,481,200.00 was released by Eastern Mindanao Command for the firearms remuneration of said returnees,” Brawner added.

Eastern Mindanao Command chief, Lt. Gen. Aurelio B Baladad, earlier directed all military unit commanders to intensify their efforts against NPA’s harassment, exploitation, extortion and recruitment of Lumads.
