allowance are free to contact or communicate with their respective finance

The AFP spokesperson said the money that will be turned over
to the Philippine National Police as soon as the collection is made final.
Padilla also said that donations of subsistence allowance
was not new as the AFP did it during the wake of the Al-Barka incident where 19
Special Forces troopers were killed during an encounter with MILF in October
2011, and in the aftermath of Typhoons Sendong also in 2011, Pablo in 2012, and
Yolanda in 2013.
