The National Disaster Risk Reduction and Management Council
(NDRRMC) on Thursday went on red alert as Typhoon "Ruby"
(international name: Hagupit), which entered the Philippine area of
responsibility (PAR), has been declared a super typhoon.
According to the Philippine Atmospheric, Geophysical and
Astronomical Services Administration (PAGASA), "Ruby" was estimated
at 860 km east of Surigao
City as of 10 a.m.,
packing maximum winds of 195 kph near the center and gustiness of up to 230
kph.
The NDRRMC said provincial and regional disaster management
councils are ready to undertake evacuations and other emergency response
measures.
Local government units (LGUs) and the Department of
Education (DepEd) have suspended classes Thursday and Friday in Naval, Culaba, Almeria , Cabucgayan, and Caibiran, all in Biliran, Leyte;
Southern Leyte, Tacloban City , and Catbalogan (Samar )
-- areas projected to be in Ruby’s path.
The University of the Philippines (UP) Tacloban, Visayas State
University and Naval State
University have also
announced the suspension of classes at all levels.
Meanwhile, Science and Technology Secretary Mario Montejo
said, "It would help a lot if the people, including local government
units, take the information we are providing seriously as they prepare. Let us
take all the necessary precautions without having to panic."
As of 11 a.m., nine areas were placed under Storm Signal No.
1 as Typhoon "Ruby" intensified further and may make landfall over Samar Saturday morning, PAGASA said.
"Ruby" is forecast to move west-northwest at 20
kph and is expected to be at 395 km east-southeast of Borongan, Eastern Samar
Friday morning.
By Saturday morning, it is expected to be at 30 km northeast
of Borongan, Eastern Samar and will make landfall over the Samar
area before noon.
On Sunday morning, it is expected to be at 20 km
south-southwest of Romblon.
