From ABS-CBN (Sep 29): Gov't to hold rebidding for anti-submarine choppers
The Department of National Defense (DND) will hold anew a bidding for the procurement of 2 anti-submarine helicopters which have a total contract price of P5.4 billion.
The pre-bid conference will be held on October 7 at the DND Bids and Awards Committee conference room in Camp Aguinaldo. The submission of the bids will be on October 21.
The first bidding for the helicopters back in June was scrapped because of the failure of two proponents to submit documentary requirements.
The helicopters are two of the big ticket items under the Armed Forces of the Philippines modernization program, which is meant to address issues in the security and territorial defense front.
DND undersecretary for defense operations Natalio Ecarma, who chairs the DND-BAC, said the bidding will be conducted using the non-discretionary “pass/fail” criterion specified under the Government Procurement Reform Act.
“The goods being offered must be used by the Armed Forces of the country of origin or by the Armed Forces of at least two other countries…The goods offered must be from suppliers who are themselves the manufacturers,” he said.
The bidders will also have to provide munitions, mission essential equipment, and integrated logistics support, he added.
