Priest seeks transparency on P4-B fund

From the Manila Bulletin (Jul 13): Priest seeks transparency on P4-B fund

A Church leader, involved in the past government peace overture with the Moro National Liberation Front (MNLF), wants a public accounting of billions of pesos reportedly allocated for projects carried out under an MNLF joint venture with the Autonomous Region in Muslim Mindanao (ARMM) leadership.

Fr. Eliseo Mercado Jr., executive director of the Institute of Autonomy and Governance (IAG), posted in his Facebook page on Saturday the photo and story of ARMM Governor Mujiv Hataman and MNLF founding chairman Nur Misuari’s signing of covenant for joint cooperation on development ventures.

The Hataman-Misuari covenant signing meeting was held in Makati on November 8, 2012, less than two weeks after the government signed the Comprehensive Agreement on the Bangsamoro (CAB) with the Moro Islamic Liberation Front (MILF) in late October.

Fr. Mercado hinted that after the Hataman-Misuari signing, Malacañang had allocated some P4-bilion funds for development projects through the PAyapa at MAsaganang PamayaNAn (PAMANA) for MNLF-influenced communities in the south.

Asked why he reposted the 2012 photo and story on the Hataman-Misuari meeting, Fr. Mercado answered: “To account for the over P4 billions of PAMANA C2C projects… Saan napunta ang mind boggling funds…?”
