The second iteration of Cope Thunder 2023 was officially opened by the Air Forces of the Philippines and the United States at Clark Air Base in Mabalacat City, Pampanga. The ceremony was led by MGen Augustine S Malinit PAF, Commander of the Air Defense Command, who served as the guest of honor and speaker.

The highest ranking United States representative in the opening activity is BGen Sarah H Russ, Mobilization Assistant to the Director of Strategy, Plans, Programs, and Requirements of the Headquarters Pacific Air Forces. She was warmly welcomed by BGen Leo A Fontanilla PAF, Wing Commander of the 5th Fighter Wing.
