The proposed P28.1 billion budget of the National Task Force to End Local Communist Armed Conflict (NTF ELCAC) have is currently a nationwide issue, and is being questioned and criticized by congressmen and senators. This budget is almost ensured to be given to the mentioned government agency, while funds for social services will receive large cuts for next year. For example, there is no clear fund allotted for mass vaccination and even for the special risk allowances for our health workers. It is as if that the Duterte regime have already forgotten that our country is still suffering from the COVID-19 pandemic.
Current NTF ELCAC vice chair Ret.Gen. Hermogenes Esperon has already ran out of arguments in defending the augmented fund of his agency. According to him, there are about 1,400 barangays which will receive P20 million each under the NTF ELCAC’s barangay development program (BDP). This year there are 823 beneficiary barangays under the BDP and have supposedly received P20 million each, but where is the promised development? More than 40% of the 823 beneficiary barangays are located in Davao, the hometown of Duterte. The countryside is remaining to be backward. Peasants remained to be landless. They are experiencing large-scale bankruptcy due to the manipulation of prices of agricultural products by big traders and crop damage due to the recent typhoons, yet they have received no aid from the government. Several barangays have no functional barangay health center, and only one doctor is servicing three up to five municipalities. In one BDP beneficiary barangay Samar, only a wooden bridge have been built as a project. Here in Mountain Province, Barangay Tamboan in Besao is the sole BDP beneficiary, and there is still no project implemented. Instead, large-scale military operations have been conducted in the mentioned barangay.
The NTF ELCAC has no achievement to be proud of since its establishment in 2019. On the other hand, this agency has been clouded with several controversies, particular its rabid red-tagging against democratic activists and progressives. Even simple folks who have established community pantries in order to help the poor in the middle of the lockdowns have been red-tagged by the NTF ELCAC. The ever strengthening revolutionary movement of the people will not be hindered by the P28.1 billion fund of the NTF ELCAC. As long as there are people who are oppressed and hungry, there is revolt. As long as their is crisis and poverty, there is revolt. As long as there is exploitation, there is revolt.
