PAGADIAN CITY, Zamboanga del Sur – Lt. Col. Manuel Ryan Lim, the new city police chief, announced Tuesday that he would adopt a two-pronged approach – strategic and operational – in leading the local police force.
Lim was installed Monday afternoon as the new police chief of Pagadian City by Lt. Col. Kiram Jimlani, the deputy provincial director for administration.
He said the strategic approach would see the police force working closely with the city government and the community to establish a multi-sectoral thrust in law enforcement and public safety programs.
“There is a need for strengthened community partnership and collaboration,” Lim added.
He said the operational approach would involve counter-terrorism and anti-criminality measures that focus on enhanced intelligence operations, police visibility, community and stakeholders’ empowerment, and coordination and dialogue with officials of both government and non-governmental organizations.
Lim ordered the local police to stay neutral and shy away from politics as the schedule for the filing of certificates of candidacy (COC) for the National and Local Elections draws near.
“The PNP (Philippine National Police) is apolitical and neutral. We are here to protect the people against criminalities. I was given instructions by the higher headquarters to do what is right,” he said.
Meanwhile, Lim said he would review the development on the investigation into the killings of barangay chairpersons Ali Gampong of Tiguma on June 24 and Raymundo Albiar of Tuburan on August 25.
Lim replaced Lt. Col. Joenery Ojas who is retiring next month.
Lim came from the Police Regional Office12 (Soccsksargen) where he served as an intelligence and human rights officer and police chief in some of the towns in the region.
