TF Balik-Loob Chair: Recruitment of minors by NPA, a blatant disregard of human rights

From the Philippine Information Agency (Nov 21, 2020): TF Balik-Loob Chair: Recruitment of minors by NPA, a blatant disregard of human rights (By Jerome Carlo R. Paunan)

CALOOCAN CITY, Nov. 21 (PIA) -- Defense Undersecretary and Task Force Balik-Loob (TFBL) Chairperson Undersecretary Reynaldo B. Mapagu on Thursday denounced the deceptive recruitment of minors into the CPP-NPA-NDF [Communist Party of the Philippines-New Peoples' Army-National Democratic Front] and said it is not only a blatant disregard of the rights of young Filipinos but also a violation of Philippine and International Humanitarian Laws.

In a press conference with two former NPA child warriors, organized by the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), Mapagu noted that the administration of President Rodrigo Roa Duterte, through TFBL,
is willing to assist former members of the CPP-NPA-NDF who have decided to abandon their futile armed conflict with the Filipino people and return to a peaceful life with their loved ones.

Mapagu, who is also the Head of the E-CLIP and Amnesty Program Cluster of the NTF-ELCAC, said under the Enhanced Comprehensive Local Integration Program (E-CLIP), former rebels can receive various forms of assistance and interventions from different government agencies.

He also reminded everyone that the nation will benefit from the dividends of peace, and called on everyone, especially the youth, to join the efforts against the CPP-NPA-NDF and end the more than five-decade-long local communist armed conflict.

Those whose applications to the E-CLIP have been processed have received a P65,000.00 cash assistance, as well as livelihood training and housing benefits, among others. (PIA NCR)
