MAASIN CITY, Sept. 24 (PIA) -- Some four ELCAC priority barangays based in Bontoc, Southern Leyte will benefit from the Retooled Community Support Program (RCSP) funds next year.The four upland barangays – Pamigsi-an, Olisihan, Hitawos and Hila-an – are recipients of P20 million each to fund projects for implementation in 2021, said Provincial RCSP Focal Person Jhonel Anavesa during the Barangay Development Planning held at the Bontoc Municipal Hall on September 21.
Assisted by personnel from the Department of the Interior and Local Government (DILG) Provincial Office, who joined via virtual meeting, the groups were guided in the analysis of priority projects according to the RCSP menu of projects set by DILG Central Office.
During the planning-workshop, the respective members of the barangay development and barangay peace and order councils were made to analyze and prioritize local projects that are responsive to the needs of their localities.
As an off-shoot, the participants identified common local projects like the construction of farm-to-market roads and bridge, rehabilitation of dilapidated concrete roads, opening of new roads, expanding to Level III water systems, rehabilitation of abaca plantations, construction of classrooms, among others.
Said barangays were assisted by the 8IB Philippine Army last year in the identification of their common primary needs such as the lack of livelihood projects, low price of copra and other farm outputs.
While the secondary issues identified like improvement of water systems, lack of barangay facilities to include school buildings, need to construct farm-to-market roads should be addressed to support the primary needs, PA Lt Christopher Tataro reported during the workshop.
Anavesa further informed the group that the final list of projects shall be incorporated to the Barangay Annual Investment Plan and finally to the Municipal Annual Investment Plans (AIPs). (ldl/esg/PIA8 SoLeyte)
