From the Philippine Information Agency (Jul 14, 2020): DILG, Phil. Army set directions for RTF-ELCAC in Caraga (By DILG-Caraga)
BUTUAN CITY, July 14 -- The newly appointed commander of the 4th Infantry Division (4ID) Major General Andres C. Centino, together with 402nd Infantry Brigade commander Brigadier General Maurito L. Licudine, paid a visit to the Caraga Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) Operation Center in Butuan City on July 8, 2020 and specifically tackled the appropriate steps to be taken next in the efficient implementation of Executive Order No. 70 as it achieves its full-steam enforcement.
The two officials of the Philippine Army discussed ELCAC concerns with the Department of the Interior and Local Government (DILG) Caraga regional director and RTF-ELCAC Technical Working Group (TWG) chairperson Lilibeth A. Famacion, DILG assistant regional director Donald A. Seronay, and LGCDD chief and OpCen co-chief Annabel F. Yangson.
MGen. Centino highlighted the need for the twelve Lines of Effort to be continually empowered in the discharge of their duties on the matter of ending local communist armed conflict to ensure that the whole-of-nation principle will be upheld in securing peace and development in Caraga region.
Citing the weakening force of the enemy, BGen. Licudine iterated that the Retooled Community Support Program should be enforced immediately in the cleared barangays to warrant the preservation of peace in these vulnerable areas.
As a response, Famacion committed the full support of the TWG in the undertakings of the task force and that it will strive to come up with ways on how the ELCAC interventions can be implemented most effectively.
Likewise, MGen. Centino affirmed the support of the Philippine Army to the activity initiated by DILG Caraga held on Friday, July 10, which was done to revisit the priority programs, projects and activities (PPAs) of RCSP-identified barangays in the region. (DILG-Caraga/VLG/PIA-Caraga)
