CITY OF TABUK, Kalinga, Feb. 24 (PIA)-- Seventy seven families in two of New People’s Army (NPA)- affected barangays in the province were provided income generating livelihood projects in support to the “whole of nation approach” ending local communist armed conflict (ELCAC).
The Department of Agrarian Reform (DAR) under its native pig production and marketing awarded swine to 34 residents of Mabaca in Balbalan and 43 in Ammacian in Pinukpuk. Recipients are agrarian reform and Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries.
Provincial Agrarian Reform Officer Edano Canao said each beneficiary received P15, 000.00 worth of livelihood package such as for the purchase of native pigs and feeds. Construction of pig housing is the counterpart of the beneficiary.
“We provide support services to our ARBs who are also covered under 4Ps to prove that government is sincere in bringing government poverty alleviation interventions to the countryside,” Canao said adding that “we all know land reform is still an insurgency issue so we do not only distribute lands but provide income generating projects.”

Canao also informed that construction of the P300, 000 DAR-funded village level community processing center in Guinaang in Pasil is on-going to benefit cooperative members from this insurgency-affected barangay.
Meanwhile, to develop the skills of former rebels to become productive citizens, the Technical Education and Skills Development Authority offered 100 training slots for members of the Kalinga Returnees Association (KRA).
KRA President Marcelino Ibana said 12 of their members are presently training on driving. Other batches will follow. Coordination is also being carried with other agencies like DTI, DOST and DILG for KRA’s proposed activities, he said.
“We will meet with officers of the different municipal chapters of KRA to plan out how to engage more with government and sourcing of assistance so we can be able to become partners in solving the five- decade insurgency problem,” he said. (JDP/PAB-PIA CAR, Kalinga)
