The New People’s Army Apolinario Gatmaitan Command has decried the allocation of P87 million peace and order fund by the provincial government of Negros Occidental, claiming it will be earmarked for intelligence and psychological warfare operations.

On Feb. 11, the Provincial Peace and Order Council approved an P87 million budget for its projects, programs and activities in Negros Occidental, while also allocating separately a P26.1 million intelligence fund, rebel spokesman Ka Juanito Magbanua claimed.

He claimed that the budget will be used for the actual implementation of Executive Order 70, or the whole-of-nation approach and the Retooled Community Support Program, where the people’s money is used to militarize the services of the local government, which is a civilian agency to destroy the revolutionary movement.


Rayfrando Diaz, administrator of the Negros Occidental provincial government, yesterday strongly debunked the allegations, saying that the funds were allocated to help those people affected by the armed conflict, and those rebels who would like to return to the mainstream society and live a normal life.

The funds have not been earmarked to buy guns or helicopters to wage war, but for social support of the people affected by the armed conflict, Diaz stressed.

Magbanua, in a statement he issued, dismissed the peace effort as futile and a waste of money, alleging that it does not solve the root causes of poverty, joblessness, high prices of basic commodities, and low wages; and does not implement genuine land reform and national industrialization.*
