ROXAS CITY, Capiz, Jan. 22 (PIA) – The Retooled Community Support Program (RCSP) will be a tool to achieve the objectives of Pres. Rodrigo Duterte’s Executive Order No. 70 or the whole -of-nation approach to end local communist armed conflict (ELCAC) in the country.
“This will make a face for government programs on the ground,” said Maj. Mark Ruby who is point person of the Department of the Interior and Local Government (DILG) to the National Task Force-ELCAC.

Ruby, who was guest and resource speaker on RCSP during the recent meeting of the Provincial Task Force-ELCAC here, added that the program will be about good governance that will ensure justice for all, effective delivery of basic services which are people-oriented to empower the communities.
This will make the Communist Terrorist Group (CTG) irrelevant, he noted.
The meeting was attended by Gov. Esteban Evan Contreras, municipal mayors, concerned government agencies and other stakeholders for peace and development in the province.
Contreras has been supportive of EO N0. 70 by including the former rebels and their mass base supporters who have taken oath of allegiance to the government as primary beneficiaries of its grand service caravan in November last year.
Farmers associations from the CTG – influenced barangays in Cuartero, Maayon and Dumarao towns also benefitted from the service caravan.
The provincial chief executive has also created the PTF – ELCAC last year and has been primarily responsible for harmonizing and optimizing government efforts and resources at the provincial level to address the root causes of insurgency and attain sustainable peace and development.
