IMPASUG-ONG, Bukidnon, Jan. 20 (PIA) — The “Magbuliga kuy” program carried out by Impasugong local government unit (LGU), in coordination with the 8th Infantry Battalion (8IB) of the Philippine Army continues as it is being viewed as one of the channels in winning the elusive peace.

The activity is primarily to pre-empt insurgent activities and heal emotional distress in conflict-affected communities.

Simultaneously conducted during the celebration of “173rd Aldaw Ta Dumalaguing (173rd barangay Dumalaguing Day),” the ‘Magbuliga kuy’ on Sunday, adds up to the celebration when villagers availed the basic services offered by various government and private organizations.


Led by Impasugong town mayor Anthony Uy, people enjoyed the free medical-dental checkup and the giving out of medicines by the 4th Infantry Division, Philippine Army.

Eleven couples also exchange vows as mayor Uy solemnized the annual mass civil wedding rites in said remote barangay Dumalaguing.

In his message, the mayor said that the LGU, with the help of various private and government agencies would never cease in delivering basic services to this remote village. However, he urged the residents to help the government by supporting President Rodrigo Duterte’s ELCAC (End Local Communist Armed Conflict) as laid down in Executive Order No. 70 (EO 70).

“We are encouraging everybody to join us in our plans in this community. Working together will mark great achievements. We have programmed this year the improvement of roads for you to be more convenient in delivering your products to the market. We will continue to bring the government closer to you,” mayor Uy said.

“Magbuliga kuy” is Impasugong LGU’s program designed to respond to President Duterte’s EO 70, which institutionalizes the whole-of-nation approach to end the local communist armed conflict. As a convergent activity, the event also gave various government organizations a chance to let people know what their respective organizations have been doing—including the available projects and programs they currently offer.

The 8IB troops distributed E-CLIP (Enhanced Comprehensive Local Integration Program) leaflets to update villagers on the E-CLIP benefits, especially those who are involved in the CPP-NPA activities who want to avail of the program.

Lt. Col. Ronald Illana, commanding officer of the 8th Infantry Battalion, expressed gratitude to the village leaders, service workers, and the LGU for the cooperation and teamwork during the event.

“The military approach alone is not enough in addressing insurgency. It needs good governance from the local government units simply by delivering the basic services to the communities,” LtCol. Illana said.

President Duterte issued EO 70 that creates a National Task Force down to barangay level Task Forces to end the local communist armed conflict. These Task Forces will ensure that the government will reach all communities and deliver basic services, especially in the conflict-affected areas. (8IB, 4ID, PA)
