DAVAO DEL NORTE, Nov 15 (PIA)---The Regional Task Force on Ending Local Communist Armed Conflict (RTF ELCAC) Internal Security Operation (ISO) Coordination Center is expected to pool data and information from local government units and national government agencies to address concerns on insurgency.
In an interview with the media, RTF ELCAC co-chair and Regional Development Council (RDC) XI chairperson, Provincial Governor Jayvee Tyrone Uy of Compostela Valley noted ease in coordination with member agencies with the operation center set up and made operational.
He also highly noted the crucial importance of a quick response team that would come along with the RTF ELCAC ISO coordination center that is housed at Davao del Norte Provincial Disaster Risk Reduction Management Office (PDRRMO) conference hall.
The Opcen was formally opened this morning as an offshoot to offers of Davao del Norte Provincial Governor Edwin I. Jubahib for available space at Davao del Norte Provincial Government Center for the RTF ELCAC operation center.
On top of the PDRRMC conference hall, Jubahib also made available the PDRRMO sleeping quarters for Davao del Sur, Davao Occidental, Davao Oriental and Compostela Valley provincial employees assigned to operate the provincial data and information monitors set up in the OpCen.
Aside from Uy, Regional Peace and Order Council (RPOC) chairperson, Provincial Governor Nelson Dayanghirang of Davao Oriental; Philippine Army 10th Infantry Division commander, Major General Jose C. Faustino Jr.; and Davao del Norte 2nd District Congressman Alan Dujali along with regional heads of key agencies to RTF ELCAC, attended the Opcen inauguration and meeting.
In a separate interview, Jubahib assured full security in protecting the data and information stored and shared among member agencies through the OpCen that would also serve as discussion boardroom of lead members of RTF ELCAC to address insurgency concerns.
Jubahib explained that the OpCen will run 24/7 as a restricted area closely watched by an officer of the Philippine Army with security personnel of the Provincial Government to augment the security force along with the Philippine National Police (PNP). CCTV cameras will also be installed forming part of the OpCen monitoring system.
“Tanang makasulod dinhi kinahanglan ma-verify ug kinhanglan ug clearance from us and from the focal person. (Anyone who would come in should be verified and must have clearance from us and from the focal person.),” he said referring to focals of RTF ELCAC clusters.
Local Chief Executives (LCEs) of RTF ELCAC in Davao Region have chipped in P2 million for the OpCen, P1 million of the fund was contributed by Davao City Mayor Sara Duterte, while the rest of the provincial LCEs put in their share of P200,000 each. (PIA XI/Jeanevive Duron Abangan)
