Negros Oriental’s multi-agency task force gathered various government agencies for a “Dagyawan sa Barangay (barangay dialog)” in a far-flung insurgency-affected village in Sta. Catalina town to bring basic government services and focus on gaps and issues in the area.

The task force is pushing “Dagyawan” as an initiative for communities to voice their concerns and propose solutions, while simultaneously bringing basic government services closer to the people, a government press release said.


“We don’t have to kill each other because that will not solve and address the insurgency problem in our province,” Gov. Roel Degamo said during the “Dagyawan in Brgy. Nagbinlod”, who addressed hundreds of local residents and government officials.

The main gaps and issues that emerged are those commonly shared by the 10 barangays identified during the "Talakayan sa Mamamayan" or consultations with barangay officials, including poor road conditions and lack of vital infrastructure such as water systems, electricity, school facilities, lack of livelihood opportunities, skills training, and other basic services.

During the gathering, Degamo said that the provincial government has budgeted P50 million for road concreting to Brgy. Avocado in the town and another P50 million for road concreting from Brgy. Dobdob in Valencia to Tamlang Valley.

Sta. Catalina Mayor Peve Ligan has pledged to repair some barangay roads to help the farmers transport their harvest easily down from the highland.

Aside from bringing together various agencies in one place, the local task force brought government services such as medical check-up, dental care, agricultural services, including distribution of coconut and fruit tree seedlings, and medicines for free during the "Gobyerno Serbisyo Caravan" at the Nagbinlod Elementary School.
