More than PHP30 million worth of various projects are lined up for implementation in insurgency-affected local government units of Central Visayas, a statement from the Office of the Presidential Assistant for the Visayas said on Monday.

These projects will be implemented by different national government agencies working with the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) in efforts to end insurgency in Central Visayas, particularly in Negros Oriental province.

Secretary Michael Lloyd Dino, Presidential Assistant for the Visayas who also heads the regional task force as an offshoot to the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), is tasked to spearhead the rollout of the projects, being the appointed Cabinet Officer for Regional Development and Security (CORDS).

“The goal is to prioritize and harmonize the delivery of basic services and social development projects in conflict-affected areas and vulnerable communities, facilitate social inclusivity, and ensure participation from all sectors,” Dino said in the statement.

The Basic Services Cluster of the task force headed by the Department of the Interior and Local Government in Region 7 (DILG-7), will implement a total of 43 projects worth PHP13.6 million, he said.

He added that DILG-7 leads other clusters such as the Local Peace Engagement Cluster, which is set to implement six projects with a PHP444,400 fund, the Expanded Community Local Integrated Program (E-CLIP) and Amnesty Program Cluster with nine projects and a PHP6.7-million budget allocation.

The DILG-7 will also implement 28 planned projects under the Local Government Empowerment Cluster, he added.

Dino said that the Poverty Reduction, Livelihood and Employment Cluster headed by Technical Education and Skills Development Authority (TESDA)-7 will also implement 16 programs and projects which “aim to develop self-reliant, resilient and sustainable communities through harmonized culturally responsive development programs”.

Around PHP10 million will cover nine projects under the Sectoral Unification, Capacity-building and Empowerment Cluster headed by Department of Labor and Employment (DOLE-7), he said.

Dino said an information caravan will also be held to spread the plans and projects of the task force through the Strategic Communication Cluster headed by the Philippine Information Agency (PIA-7).

Last Sept. 16, the 12 different clusters presented their programs and projects to Dino, after the national plan of the NTF-ELCAC was cascaded to the regional task forces in line with President Rodrigo Duterte’s directive to operationalize the whole-of-the-nation approach in ending insurgency, as provided for under Executive Order 70 which the President signed on Dec. 4, 2018.

Other clusters that presented their programs and projects were the Situational Awareness and Knowledge Management chaired by National Intelligence Coordinating Agency; Legal Cooperation headed by Department of Justice (DOJ-7); Infrastructure, Resource Management and Employment headed by Department of Environment and Natural Resources (DENR-7) and Department of Public Works and Highways (DWPH-7); Peace, Law Enforcement and Development Support headed by Department of National Defense (DND); and, International Engagement which is headed by Department of Foreign Affairs (DFA).
