Close to 200 members of the Higaonon tribe in Misamis Oriental attended the peace dialogue organized by the Situation Analysis and Knowledge Management (SAKM) Cluster of the Regional Task Force to End Local Communist Armed Conflict (ELCAC), August 6 at the Penthouse of Gingoog City Hall.

The dialogue aims to hear the concerns of the indigenous people (IPs) in the province and determine the appropriate interventions to be given to them.
IPs are one of the sectors identified to be most vulnerable to New People’s Army (NPA) exploitation and recruitment.


Among the concerns raised by the Higaonons were livelihood programs; educational facilities; availment of scholarships, Pantawid Pamilyang Pilipino Program, and pension for senior citizens; as well as issues on ancestral domain and recognition by the National Commission on Indigenous People (NCIP).


Gingoog City Mayor Erick Canosa welcomes the peace dialogue conducted by the Situational Awareness and Knowledge Management Cluster of RTF-ELCAC-X saying it is a good venue for IPs to express their concerns and for the government to determine the appropriate interventions to be given to the IPs. Representatives of national line agencies present like the Department of Social Welfare and Development (DSWD), Department of the Interior and Local Government (DILG), Department of Environment and Natural Resources (DENR), and NCIP ancwered adn clarified these concerns.

The National Intelligence Coordinating Agency (NICA) oriented the IP-participants on the communist terror group problem and the tactics used by the communist movement to exploit the IPs.

Newly-elected Gingoog City Mayor Erick CaƱosa welcomed the peace dialogue saying it is a good venue for the IPs in the city to express their concerns. It also serves as a bridge of bringing government programs closer to far-flung IP communities.

"We are very much thankful to the national government for this effort. This can help maintain peace and order in our city and lessen the problem on insurgency," he added.

During the dialogue, the city government of Gingoog committed to provide livelihood assistance and scholarship grants with free dormitory and allowance. (APB/PIA10)
