From the Philippine News Agency (Aug 31, 2019): DavNor villages declare Reds ‘persona non-grata’
DAVAO CITY -- Six villages in Sto. Tomas, Davao del Norte declared the Communist Party of the Philippines - New People’s Army (CPP-NPA) persona non grata on Friday.
Colonel Nolasco Mempin, the Army's 1003rd Infantry Brigade commander, identified the six barangays as New Visayas, Balagunan, San Jose, Magwawa, Bobongon, and Tulalian.
Mempin said the six barangays are located within the boundaries of Paquibato District in this city and Talaingod, Davao del Norte, making the areas "vulnerable to the mobility of the communist group."
Mayor Ernesto Evangelista led the ceremonial signing of the joint resolution declaring the rebels "unacceptable".
He also underscored the role of the local government units in implementing Executive Order 70 that seeks to end local communist armed conflict by institutionalizing the “whole-of-nation approach.”
Evangelista said the resolution was a bold move against the communist rebel group within the Davao Region, particularly in areas under the operational jurisdiction of the Army’s 89 Infantry (Makatao) Battalion.
He urged the barangay officials “to keep an eye to the community, to stay vigilant and to report any possible actions of the communist group" to Philippine National Police and the Armed Forces of the Philippines.
Lt. Col. Silas Trasmontero, commander of the Army's 89 IB, said ridding the villages of NPA presence was a stepping stone "for a peaceful and progressive community in Sto.Tomas especially, to the six barangays."
