The northern Negros municipality of Toboso has declared the Communist Party of the Philippines and its armed wing New People’s Army (CPP-NPA) as persona non-grata.

The declaration is stated in Resolution No. 044, Series of 2019 passed by the Municipal Council on June 25. A ceremonial signing of the resolution was held during the town’s 71st Charter Day celebration and oath-taking Ceremony of its officials, which were held at the Toboso Auditorium on Monday.

Lt. Col. Emelito Thaddeus Logan, commanding officer of 79th Infantry Battalion (79IB) based in Sagay City, Negros Occidental, commended the municipality for the action.

The communist terrorist group destroys the peace and development, and the lives of people in the area, he added.

The municipal officials, led by Mayor Richard Jaojoco, were joined by Logan and Maj. John Mocyat Jr., acting commander of the 6th Special Action Battalion, Special Action Force, in the ceremonial signing of the resolution witnessed by representatives from various sectors and town residents.

The Municipal Council passed the resolution upon the endorsement of the Toboso Municipal Police Station, through the town mayor, of the memorandum from the director of the Negros Occidental Police Provincial Office, directing all chiefs of police to coordinate with the local government units in the declaring the CPP-NPA persona non-grata.

The resolution states that “the Municipality of Toboso, as it continues, to be productive and developed, did right to condemn the illegal and unlawful activities of the CPP-NPA Terrorist (CNT) as it threatens the economic, social and political stability of the municipality and its people.”

“With this resolution declaring the CNTs as persona non grata, CNTs will not be welcomed in the Municipality of Toboso,” it added.

Located in the first district of Negros Occidental, Toboso is situated between Escalante City and Calatrava town, where a series of encounters between the government troops and the communist rebels have taken place in the past months.

Last March, Jaojoco declared the suspension of classes in the town’s 11 public elementary and high schools located near a village in Escalante, where an encounter took place.

In May, troopers of 79IB also clashed with NPA fighters in Barangays Minautok and Marcelo in Calatrava, and in Barangay Mabini, Escalante.

The City Council of San Carlos, also located in the first district, passed a similar resolution on May 30, denouncing the atrocities perpetrated by the CPP-NPA in the country and not allowing their presence in the city.

The CPP-NPA, which has marked 50 years of armed struggle, is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.
