The Armed Forces of the Philippines (AFP) has not proposed a declaration of martial law in Negros Oriental amid the series of killings in the province, which followed the capture, torture and execution of four police officers by communist rebels in Ayungon town last July 18.
"There was no proposal from the AFP to declare ML (Martial Law) in Negros (Oriental). We have sufficient forces on the ground (and there is) no need to add more," AFP spokesperson, Marine Brig. Gen. Edgard Arevalo said in a message to reporters.
At least 20 people were reportedly killed in a sudden spate of violence in the province.
However, the AFP is willing to consult with local chief executives and look at the situation on the ground and assess if there is a basis for the proposal.
Arevalo also clarified that the military does not have the power to declare martial law in any area in the country, adding that they could only recommend to higher authorities.
"I was asked by media if we are going to declare ML (Martial Law) I replied, the President declares, we only recommend. And if at all that our recommendation is sought," the AFP spokesperson said.
