Governor Eugenio Jose Lacson said he will meet with the 31 city and town mayors in Negros Occidental in August to discuss how local government units (LGUs) can help address insurgency.
“Next month, I will call a meeting with all the mayors. We will come up with an action plan,” Lacson said in an interview on Tuesday.
The move came after the governor and the mayors met with Environment Secretary Roy Cimatu, Cabinet officer for regional development and security for Western Visayas, last July 25 in Iloilo City.
The Negrense officials were among those who attended the Orientation-Workshop on the National Plan to End Local Communist Armed Conflict organized by the Department of the Interior and Local Government to increase the participants’ level of awareness to the government’s efforts in addressing local insurgency and their involvement in the matter.
“Secretary Cimatu sat down with us. He said we’re not going to call for an all-out war. He asked the LGUs how can they contribute to bring down the insurgency problem,” Lacson said.
The governor added that they will present the action plan to Cimatu during his visit to Negros Occidental in September.
For his part, Col. Romeo Baleros, director of Negros Occidental Police Provincial Office, on Tuesday said the LGUs have a vital role in ending the local armed conflict.
“They should spearhead the prevention of the continued existence of the New People’s Army. The LGUs have the budget they can utilize to address the needs and the problems,” he added.
Executive Order 70 issued by President Rodrigo Duterte institutionalizes the whole-of-nation approach in attaining inclusive and sustainable peace, creating a national task force to end local communist armed conflict, and directing the adoption of a national peace framework.
This caused the shift from a traditional military-centric approach to a civilian-led way in confronting the communist terrorist groups (CTGs) to a whole-of-nation approach, in which the military solution should be just one of the many components in addressing the communist insurgency.
