Bancasi, Butuan City – The Local Chief Executive of the municipality of Lanuza, Surigao del Sur and the Army in Caraga decried the heartless murder by the CPP-NPA Terrorists of their kidnapped CAFGU yesterday, June 14, 2019.

Yesterday morning, a very sad news consumed the municipality of Lanuza especially the hopeful families after reports reaching them that their loved one who remained captive by the CNTs for several weeks had been brutally murdered.

According to the reports reaching this headquarters, troops from 36IB while on search and rescue operations of the kidnapped CAA, recovered a decomposing body at vicinity Mahawan, So Banahao, Maitum, Tandag City, SDS around 08:35 in the morning, June 14, 2019.

The recovered remains was identified thru his clothes by their relatives as Ryard Badiang, 24 y/o, male, married, a resident of So Ibuan, Brgy Mampi, Lanuza, Surigao del Sur and a Former Rebel (FR) turned CAFGU member rendering duty at Ibuan Patrol Base of same sitio. Around 03:25 in the afternoon yesterday, the family and Brgy Officials of Brgy Mampi of same town brought the skeletal remains to Arpilleda Funeral Homes, Madrid Surigao del Sur.

It can be recalled that around 10 o’clock in the morning last May 30, 2019, seven (7) civilians to include minors, all residents of So Ibuan, Mampi, Lanuza, SDS, were kidnapped by more or less seven (7) CNTs while hauling timber at vicinity Anas, So Banahao, Maitom, Tandag City. All kidnapped victims were released after a few days except Ryard Badiang,

In her statement, Lanuza Mayor Salvacion S Azarcon was infuriated and saddened in the recent unfortunate development despite the families pleading that the kidnapped victim be returned safe and alive. “In behalf of the municipality of Lanuza, I offer our deepest condolences to the grieving family. It is our regret that the CNTs resort to a barbaric act unacceptable in a civilized community. We condemned once again in the highest form the CNTs of degrading the value of human life and killed Ryan like an animal”.

According to Col Maurito L Licudine, Commander of the 402nd Infantry Brigade, “This is another horrific act and blatant disrespect of human rights of Ryard Badiang by the CPP-NPA! Another violation of International Humanitarian Law which adds to the long list of atrocities committed against our people.”

Col Licudine further said that these atrocities are a desperate attempt of the CNTs targeting civilians and unarmed off-based duty CAFGUs without the capacity to defend themselves. The CNTs are showing their true color as terrorists preying on civilians and unarmed CAFGUs.

“We offer our sincerest sympathies and condolences to the bereaved family of late CAA Badiang. We urge the people of Lanuza and of Surigao del Sur to condemn in unison these atrocious acts of these terrorists”, Col Licudine added.

The 36IB in close coordination with Surigao del Sur Police Provincial Office will conduct proper documentation of the crime scene for filing of appropriate criminal charges under the International Humanitarian Law Act and the Revised Penal Code against the CNTs.
