President Rodrigo Duterte on Friday said restarting the peace talks between the government and communists remains uncertain.

“Maybe yes, maybe no. Depende na lang sa backchannelling natin. But one thing is clear, again I restate: You have to declare a ceasefire and you have to stop collecting money from the people and from the businessmen,” Duterte said in Davao City during the oath taking ceremony for his son Sebastian "Baste" Duterte as city vice mayor.

Duterte said he is open to footing the bill for the hotel accommodation of communist rebels if they agree to his pre-conditions.

In March, Duterte said the rebels can just talk to the next President after he announced the termination of the talks and dissolved the government negotiating panel led by Labor Secretary Silvestre Bello III.

"It's a stalemate," he then said.

Duterte ordered backchannel talks in January with Communist Party of the Philippines founder Jose Maria "Joma" Sison.

Meanwhile, Duterte's daughter Sara, mayor of Davao City, said she wants to rid the city of communist insurgency in three years.

She said the strategy will take off from Peace 911—a peace and development program which seeks to counter the influence of communist rebels and was piloted in the city’s Paquibato district.

The CPP, along with its armed wing, the New People's Army, was called a terrorist group by Duterte in December 2017.
