No less than the Col. Manny Sequitin, the Brigade Commander of the 701st Bde covering Davao Oriental and 67th IB Commander Lt. Col Jake Obligado and PNP Provincial Director Colonel Marcial Mariano P. Majistrado IV engaged the barangay government and law enforcement functionaries like the BPATS, BIN, Barangay Police, Peace volunteers, and the barangay anti-drug guys. Organizational development such as Training needs and deficiencies in equipments may have to be addressed.
While the EO 70 of PRRD provides for the civilian authorities to lead the execution of the EO in delivering the government services thru Inclusive Good Governance to address the roots of the insurgency, the security sector are indispensable partners because of the nature of the armed conflict.
This barangay Taocanga is part of the Ancestral Domain of the Mandaya tribe , and is the farthest of the 17 barangays of the town of Manay, bordering Compostela Province. It is 25 kms from the town proper and with now good roads the travel time has been cut due to better roads now from 2.5 hours in February to 1 hour and 30 minutes by 4x4 pick up.
In 2016 the CPP-NPA-NDF held their December 26 anniversary in this barangay, however with the inclusive governance strategy of the Province of Davao Oriental supported by the national agencies, the AFP and the PNP, this barangay has now become ready for development..
This is a piloting activity of the Province of Davao Orienatal led by Governor Nelson L. Dayanghirang as part of PRRD EO 70 Whole of Nation Approach to End Local Communist Armed Conflict in the Philippines. It is expected that within the month of April, interventions from agencies will have to be started already.
Gaps and challenges in Brgy Taocanga will be addressed through the Barangay, Municipal Provincial and National Task Force convergence.
