President Rodrigo Roa Duterte urged Wednesday the communist rebels to give up the armed struggle, saying he would provide land to rebel returnees in Masbate province in Bicol through the Enhanced Comprehensive Local Integration Program (E-CLIP) to attain national unity.

“To the NPA rebels, do not destroy my country. Just surrender to the government and I will give you land, and reform it. I am also willing to provide you housing assistance,” he said in a speech during the “Negosyo Serbisyo sa Barangay” event in Dimasalang town in Masbate.

E-CLIP is the flagship program of the present administration which provides benefits and services to allow former members of Communist Party of the Philippines (CPP), New People’s Army (NPA) and National Democratic Front (NDF) attain social equity.

“The government allocated funds for the programs intended for rebel returnees. It is really unjust that children in far-flung areas learned violence from these CPP-NPA,” the President said.

Through the help of Technical Education and Skills Development Authority and Department of Trade and Industry , Duterte would also provide livelihood assistance especially to aspiring technicians.

Other benefits under the E-CLIP program include financial assistance, education, skills training, healthcare, legal assistance and others through the support of various national and local government agencies.

The government will provide these benefits and services based on the particular needs of the rebel returnees. It is one way of the Duterte administration to have a just and lasting peace in the country.

The President said he envisioned Masbate as a comfortable province for its constituents like his vision when he was the mayor in Davao City.

He also reiterated his warning that he would not stand idly when the country’s policemen are being killed by members of CPP-NPA-NDF.
