Since he became president in 2016, Duterte has unleashed his all-out war against the revolutionary movement. There has been no letup in violent attacks and human rights violations by his armed minions even during periods of ceasefire in the course of the GRP-NDFP peace negotiations.

Every time there is an incident which he wishes to blame on the NPA, he goes ranting to the press instead of letting his negotiating panel submit the complaint to the Joint Monitoring Committee of the GRP and NDFP. But worst of all, he calls on his armed minions to go further on killing rampages.

Duterte is a bloodthirsty tyrant, whose favorite mantra is kill, kill, kill! And he has a malicious criminal mind, using any kind of resistance to his all-out war as a further cause for mass murders. He has terminated the GRP-NDFP peace negotiations in line with his tyrannical character and mad drive for fascist dictatorship.

He has disdain for the ceasefire announced by the CPP Central Committee in solidarity with the Filipino people in the Yuletide season. But he demands that the NPA ceases fire on days outside of the time frame of the 5-day ceasefire announced by the CPP Central Committee: 12:01 a.m. of December 24, 2018 to 11:59 p.m. of December 26, 2018, and 12:01 a.m. of December 31 to 11:59 p.m. of January 1, 2019.

Duterte has shown no mercy to the Filipino people, especially the workers, peasants and other people. He has imposed on them a heavy tax burden and soaring prices of basic commodities. Worst of all, he has given his armed minions license to kill them with impunity on mere suspicion.

He has also shown no mercy to his ordinary troops whose families remain poor despite their doubled salaries and license to kill. Even in the Yuletide season, he deprives them of rest and relaxation with their families and wears them out with military operations that fail against the NPA and that succeed only in harming the people and damaging their livelihood and the civility of their lives.
