Vice President Leni Robredo said Monday that Patrol Plan
2030 addresses all concerns of the Philippine National Police (PNP).
During the flag-raising rites in Camp
Crame , Quezon City , Robredo cited that the PNP
Patrol Plan 2030 provides each policeman a PHP10,000 Christmas bonus and a
financial support of PHP1,000, which was raised from PHP650.
It also put in place a new "cash disbursement
system", which ensures that the funds are directly released to each office
and station so that a head of office need not be "malakas sa itaas"
(have strong connections with the higher-ups) to get the entire budget.
Robredo noted that this means that funds are available for
mobile patrol units, ammunition, repair of vehicles and others.
The Vice President also cited the actions taken to rid the
PNP of corruption. For instance, she said, the budget of the National
Headquarters, down to each patrol unit, can now be seen on the website of the
Department of Interior and Local Government (DILG).
She added that representatives of the DILG, National Police
Commission (Napolcom) and the media are monitoring the PNP Bidding Committee.
These transparency measures, Robredo said, are vital in
ensuring that the money of the PNP would end up in the right place.
She emphasized that serving the country by opting to make
reforms and making people accountable for their actions is not easy.
"There's resistance. There's opposition from those who are used to
mediocrity. You might even face hostility from those who intend to do wrong. It
is not possible to accept responsibility, power or authority and say you don't
want the risks that go along with them," the Vice President said.
