From the Visayan News Bits section of the Manila Bulletin (Oct 25): Insurgency-free Eastern Visayas by end of 2016

The Philippines Army (PA)’s 8th Infantry Division (8th ID) Commander Maj. Gen. Jet B. Velarmino said it is on track in its campaign to wipe out insurgency in Eastern Visayas (Region VIII) by 2016.

Velarmino said all six provinces in the region have been declared peaceful and development ready, a big step towards attaining insurgency-free status.

A province is declared “peaceful and ready for development” if armed threats and rebellion are too weak to influence its citizens and way of life.

“Based on our assessment, the rebels’ strength is declining. A major reason is the conduct of community activities where soldiers are immersed in affected villages,” Velarmino said.

The tri-boundaries of Samar, Eastern Samar and Northern Samar provinces have been tagged areas plagued by the Communist Party of the Philippines’ armed wing, New People’s Army (NPA).

This election season, the PA is monitoring the NPA’s possible collection of permit-to-campaign fees from political candidates. The fees assure candidates’ safety while campaigning in remote areas.
