The peace panels of the Government of the Philippines (GPH) and Moro Islamic Liberation Front (MILF) ended Sunday their 10-day workshops in Davao City on arriving at a mutually-agreed version of the Bangsamoro Basic Law (BBL) but reached an agreement only on “substantial portions” of the BBL.
   
The workshops were attended by members of the International Contact Group (ICG), Third Party Monitoring Team (TPMT), CSO’s, members of the Bangsamoro Transition Commission (BTC) and Pool of Independent Lawyers (PIL).

The panels “developed a shared understanding of the remaining challenges and unsettled issues, which they will bring back to their principals for further guidance," according to a joint statement released to the media and posted on Luwaran, BTC and OPAPP websites.

The panels wrapped up on Sunday a series of meetings spanning 10 days to discuss the impasse in the draft law. Discussions focused on addressing specific issues such as fiscal autonomy and administration of justice.

“The panels reiterated their commitment to finish an agreed draft BBL by August 18, 2014, in shaa Allah (if ALLAH’s will), in order to allow the Office of the President to submit the same to Congress as soon as possible,” the joint statement read.

Prior to the workshops in Davao City, the panels met last month in Kuala Lumpur, Malaysia and followed by another one in Manila but failed to reached a final version.

The BBL, once ratified shall be the enabling act for the proposed Bangsamoro Region in Mindanao. Based on the roadmap, the Bangsamoro Transition Authority (BTA) shall replace the ARMM in July 2015 and the elected officials in the 2016 elections shall govern Bangsamoro under a ministerial form of government headed by a chief minister.
