After 17 years of negotiations, the Moro Islamic Liberation Front and the Government of the Philippines finally signed the Comprehensive Agreement on the Bangsamoro (CAB) on March 27 at the Kalayaan grounds of Malacanan Palace in a ceremony attended by Malaysian Prime Minister Najib Razak, members of the diplomatic corps, UN agencies and international aid organizations, government top officials and a 500-strong MILF delegation.
  
MILF Chairman Al Haj Murad Ebrahim referred to the CBA as “ultimate solution to the undying aspiration of the Bangsamoro “while President Benigno Simeon Aquino III hailed it as “an example to the entire world” and as a “testament to how far trust and earnestness can move humanity forward.”

“With the signing of the Comprehensive Agreement on the Bangsamoro, the legitimate aspirations of the Bangsamoro and the commitments of the Government of the Philippines to recognize and address those aspirations are now sealed and witnessed by all peace-loving peoples of this nation and the whole world,” Murad said.

He emphasized that there would be no more valid cause for other groups to pursue through violence because the CAB is already the “fullest articulation of our aspirations.”

In describing the Bangsamoro, Murad said that it “will not be a government of the MILF” but it is for all. The CAB, he declared, is not only for the MILF but it is for “ the MNLF as well, as much as it is for all the Muslim ethnic tribes, the Christian settlers and the Indigenous Peoples in the prospective Bangsamoro government and territory.”

PM Razak called the signing of the CAB as a “momentous act of courage” and would change the Filipino nation’s history forever. With it, he said, the GPH affirmed the right of the Bangsamoro to determine their own destiny. The CAB, accordingly, “secures the rights of the Bangsamoro and sovereignty of the Philippine government.”

The three leaders were agreed that “more works need to be done” after the CAB signing. 

Murad stressed that for the agreement to become credible and acceptable by all, “it requires the actions of both parties to give concrete forms to the intents and contents of the Comprehensive Agreement on the Bangsamoro.”

President Aquino, on the other hand, stated that “its success depends on our continuous vigilance.”
