In a bid to sow terror, remnants of the "Bangsamoro Islamic Freedom Fighters" (BIFF) are deliberately attacking "soft targets" like civilians and undefended commercial and public infrastructures, Col. Dickson Hermoso, spokesperson of the Maguindanao-based 6th Infantry Division said Thursday.
He made this claim after the brigands deliberately placed an IED (improvised explosive device) at a water district in Kabacan town Wednesday.
Explosive ordnance teams from the Army were disarming the IED when it exploded, wounding two bystanders with shrapnel around 9 p.m.
Fortunately, the troopers defusing the IED were wearing bomb suits when the blast took place, sparing them from what could have been fatal injuries.
Hermoso said that the BIFF is attacking civilian targets to show that they still exist and pose a threat.
But the downside on this is that IEDs have proven incapable of stopping military clearing operations as their blast could not seriously hurt soldiers wearing protective equipment and armored fighting vehicles.
"What they are doing is terrorism, they are hitting 'soft targets' as they fully know that their IEDs cannot seriously soldiers and armored fighting vehicles," Hermoso added.
