SAN FRANCISCO, Agusan del Sur, Philippines — Police authorities in Bayugan City arrested two farmers on Thursday after they were allegedly caught with firearms while in the act of vandalizing walls with spray paint and for carrying streamers with congratulatory messages to the Communist Party of the Philippines for its 45th anniversary.

The Bayugan police, in a report furnished to the provincial police office here, identified the arrested farmers as Ramon Rico Floro, 24, a resident of San Toribio village in Esperanza town;  and Bryan Mandapiton, 18, of Odiong village, also in Esperanza.

The report said the duo was caught by patrolling policemen as they painted CPP-New People’s Army anniversary messages on the concrete railings of a bridge in Bayugan.

The Bayugan police described the two farmers as members of Nagkahiusang Mag-uuma sa Agusan Sur (Namasur).

Confiscated from them was a .38 revolver and streamers bearing the message “Long live the 45th anniversary of the CPP.”

Also confiscated from the arrested farmers were membership forms for Namasur, subversive documents, a cellphone and P6,000 cash, the report added.

Nagkahiusang Mag-uuma sa Agusan Sur or NAMASUR is a provincial chapter of the main Communist Party of the Philippines (CPP) umbrella peasant front organization Kilusang Magbubukid ng Pilipinas (KMP-Peasant Movement of the Philippines). In turn, the KMP is a member of the main CPP national umbrella front group Bagong Alyansang Makabayan (BAYAN-New Patriotic Alliance).

    Once again the ties between the underground Maoist insurgents and their legal front organizations is made apparent with activities, and arrest, of the two NAMASUR cadre.
