From ABS-CBN (Sep 27): DOJ to charge Misuari, MNLF leaders for Zambo siege

The Department of Justice (DOJ) is poised to charge Moro National Liberation Front (MNF) founding chaiman Nur Misuari and several of his commanders with rebellion and violations of International Humanitarian Law, as penalized by Republic Act (RA) No. 9851.

Though state security forces have not verified that Misuari has been anywhere near the vicinity of Zamboanga City in the course of the siege which began last Sept 9, De Lima said he may be charged by virtue of command responsibility.

"May mga acts doon (RA 9851) na sa tingin namin ay sakop ang mga nangyari o nagawa during the siege at lalo na, aside from individual responsibility ng mga perpetrator nung acts na yun, contemplated under that particular law ay mayroon ding mga command responsibility and mga leaders," De Lima said.

MNLF fighters identified with Misuari marched into Zamboanga City armed, intending to raise the Independent Bangsamoro standard at City Hall.

They were engaged by the military. The spate of clashes left over a hundred dead.
