A ranking leader of the New People's Army (NPA) and one of the most wanted persons in the country was arrested by joint police and military operatives in Negros Oriental on Christmas Day, Tuesday, a Philippine Army spokesman said. Major Harold Cabunoc said Filemon Mendrez with aliases Tatay and Edon was arrested in Barangay Tubod, Manjuyod town at 10:30 a.m. Cabunoc said Mendrez was the alleged leader of the NPA's regional strike force in Negros and the deputy secretary of the Central Visayas Regional Party Committee.

Col. Francisco Patrimonio, commander of the Army's 302nd Brigade, said Mendrez has standing arrest warrants robbery-in-band and rebellion with no bail recommended. He is reportedly the sixth most wanted person in the country. "(Mendrez) led the successful violent attacks both in the Central Visayas and Negros province..He currently heads the armed group of the NPA in Negros," Cabunoc said. Mendrez has a reward of P5.25 million based on the joint DILG-DND rewards list dated November 29.

Major General Jose Mabanta Jr., 3rd Infantry Division commander, said law enforcement operations will continue despite of the ceasefire with the rebels. "This is part of your security forces' of protecting communities, government and private establishments," he said. Mendrez is currently under police custody.
