From the Philippine News Agency (Dec 25): Centcom sees more, better equipment
with AFP modernization
The Armed Forces of the Philippines Central Command (CenCom) based in Camp
Lapu-Lapu, Lahug, Cebu City welcomed the signing of AFP’s new modernization law
last Tuesday.
Lt. Col. Christopher Tampus, deputy operations officer of CentCom, said they
were elated because the program will allow them to acquire more equipment that
could help in their operations.
”We are thankful for the President for his support to the military in
upgrading our program,” he said adding that this would enable them to purchase
equipment that would help them better guard their fellowmen and territory.
The AFP modernization law, Republic Act 10349, was extended up to 15 years.
The Congress has earmarked P75 billion for the project.
As CentCom is now geared towards humanitarian assistance and disaster relief
operation, Tampus said purchase of helicopters will be beneficial to
disaster-stricken areas.
”The insurgency problem in Visayas is weakening so we are now focusing on
other areas,” he said.
The new law exempts certain major defense purchases such as aircraft,
vessels, tanks, armored vehicles, communications equipment and high-powered
firearms from public bidding.
It also exempts from value-added tax (VAT) and customs duties the sale and
importation of weapons, equipment and ammunition to the AFP which are directly
and exclusively used of its projects, undertaking, activities and programs.
The RA 10349 also institutionalized the defense system of management, which
incorporates a collegial and collaborative planning and decision-making process
by senior defense and military leaders.
